I am aware it is basically a moot point, but should Shadow speed be a passive rather than a modifier?
This thread gave me some doubts.

As written, back in LoS, it would work best as a modifier as it states 'you can' change a [1] result, so it is a choice on the player's part.
If I was writing that ability for RoDS, then it would be an automatic result and therefore a passive - as modifiers play a more important role in RoDS.
