Yes. Any herbs you have left over can't be used, as you can't visit Tanner anymore. And the dwarf book is no longer relevant.

I know but I still have some herbs on the my notes so can I use or I erase herbs and the book. Also the dwarf book should I erase it?

There are no herbs to collect in Act 3 so no need to keep the book.
